Ukrainians had a sigh of relief on Tuesday as Russia announced cutting back military operations, for the time being, in the capital city of Kyiv and in Chernihiv.

This came at a time when the ice broke during the latest round of negotiations in Istanbul.

Russia to reduce its offense in two key cities of Ukraine

According to Russian Deputy Defense Minister Alexander Fomin, Russia decided to scale back its offensive in Kyiv and Chernihiv so “mutual trust” could be established and further negotiations could be carried out.

The latest development is due to the ongoing talks in Turkey in which Ukraine’s delegation presented a framework.

Reportedly, Ukraine would declare itself a neutral country while some other nations would guarantee its security.

When the talks ended on Tuesday, Moscow showed its satisfaction over the progress; further positives are expected in the talks on Wednesday.

However, Ukrainian President Volodymyr Zelenskyy was still skeptical about Russia’s announcement. Although he labeled the negotiation as “positive,” the president claimed it would not help in silencing guns of Russia, as the country cannot be trusted.

Zelenskyy is of the view that Ukraine’s classical defense, and not negotiations, are responsible for pushing Russia back. However, he stated Russia still has enough capacity to attack Ukraine, so Ukrainians should not be relaxed as of now.

Yet, he still stated the negotiations with Russia would continue.

Russia is buying time to reload its guns

The change in tone from Russia suggests the impact of the exorbitant offensive from Ukraine.

Earlier, Russia had a whole slate of demands that asked Ukraine not only to change its Constitution, but also to accept Russia’s claims on various territories.

However, Moscow is now suggesting its “main goal” is to get the Donbas region in eastern Ukraine, which has a Russian-speaking population.

Meanwhile, a reporter asked Joe Biden whether the latest agreement shows signs of progress in a war that was pushed into a stalemate.

Responding to this, Biden noted he would not believe Russia’s words until he saw some practical actions.

Antony Blinken, the US Secretary of State, was also skeptical about Russia’s claims. He warned this could be a trick to “deceive people.”

This is not the first time Russia is signaling a de-escalation during the conflict. Prior to the invasion, Russia stated some of its military units were returning to their home bases after their routine exercises.

However, ten days later, Russia invaded Ukraine. Reportedly, Russia is now amassing troops to annex Donbas; the country is also buying time to rejuvenate the declining confidence of its army.

Once Russia recalibrates its barracks, it is likely to start horrendous attacks once again. For the time being, the downfall of Kyiv, which seemed imminent, is delayed.
