Joe Biden plans to address the nation as the president-elect if news outlets declare him the mathematical winner.

The move by Biden is planned even if President Donald Trump continues to battle in court over the election, according to Axios.
The website said advisers to Biden have learned from 2000 when George W. Bush declared victory after Al Gore hung back. It noted Gore was put on the defensive as Bush acted like the winner.
Biden’s campaign manager Jen O’Malley Dillon said: "We're not really concerned about what Donald Trump says. ... We're going to use our data, our understanding of where this is headed, and make sure that the vice president is addressing the American people."
She said the campaign should have “a very good sense of where we’re headed” even if all the votes are not in on Tuesday night.
Axios said Biden won’t yield to doubts Trump might try to raise about the election results.
It said Biden might even begin announcing senior staff appointments and praise Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases.
Trump, speaking at a campaign rally on Sunday, hinted that he may fire Fauci after the election.

Meanwhile, Axios also said Biden is planning a series of executive orders, including some rolling back Trump’s actions.
